Project Summary

Next Step partnered with NPHS, a Rancho Cucamonga-based community development organization, to build a scalable model for delivering affordable, factory-built homeownership across California's Inland Empire. With support from the JPMorgan Chase Foundation, NPHS became a licensed manufactured housing retailer — Homes by NPHS — sourcing homes built to Next Step's proprietary specifications, including ENERGY STAR® certification and Wildland-Urban Interface (WUI) resilience standards, for first-time buyers and accessory dwelling units (ADUs) on infill lots. Next Step provided technical assistance, homebuyer education framework, and factory-built housing expertise to support the program from concept to implementation.

  • NPHS builds homes to meet MH Advantage® and CHOICEHome® mortgage standards, expanding access to high-quality, low-cost financing for manufactured home buyers.
  • Through its CDFI, NPHS created the ADUgo® loan program, helping low- and moderate-income homeowners finance accessory dwelling units — a need the team identified as demand grew beyond its original scope.
  • NPHS partners with community land trusts to keep homes affordable for the long term, removing land costs from resale prices in cities including San Bernardino and Palm Springs.
  • The program took an economic development approach, supporting a growing network of local small developers — including Black- and Latino-led development businesses — through training, technical assistance, and predevelopment lending.
  • Next Step’s proprietary home specifications — including ENERGY STAR® certification and durability standards — became the technical foundation NPHS built the entire Homes by NPHS program on, and NPHS’s work with the WUI standard has since informed updates to Next Step’s own specifications nationally.
