Next Step engagements contributed to Maryland’s 2024 Housing Expansion and Affordability Act (HB 538) and Virginia’s SB 346, resulting in favorable zoning policies in 30 markets since 2022.

Advancements in building science, off-site construction techniques, and design trends have transformed modern factory-built homes into appealing, more accessible options for first-time home buyers priced out of the high-cost housing market. Notable achievements include updating the statutory chassis requirements for factory-built homes as outlined in major federal housing legislation and expanding mortgage eligibility for single-section homes, smaller-footprint homes, and infill housing development.

Constructing homes that are not only better-built but also more energy-efficient and resilient can significantly enhance homeowners’ financial benefits while strengthening communities’ capacity to endure severe weather events and natural disasters. Key achievements include developing our industry-leading standards for home quality, efficiency, and resilience. Also, in 2024, half of all homes built achieved the EPA’s ENERGY STAR® or the DOE’s Efficient New Homes (previously known as Zero Energy Ready) standards.
